Lew Jacobson is the name of a character in the book, who oddly enough also works for NASA.

Paul Spudis gives the back of his hand to both the current NASA and the purveyors of commercial "New Space" as constituting a "pseudo space program." I am personally not quite as down on all of that as he is as I am on people who support the current program. It is true, however, that the current NASA program is moribund and dysfunctional and a lot of commercial space ventures are being oversold.
