Lewis, less than 30 years after having his skull fractured by a state trooper’s baton, performed another service to the country he loved and strove to make better when he used his vote in Congress to save the International Space Station from cancelation.

Russia, being a senior partner with the United States in the ISS, would be a natural for Artemis. However, it looks like Russia, in an apparent fit of pique, has decided to include itself out of the effort to return to the moon. According to Ars Technica, Russian space chief Dmitry Rogozin was quite caustic about the idea of Russia joining the Artemis Coalition, describing the U.S.’s mission to get back to the moon as a “political project,” and one that resembles NATO.

"The Trump administration proposed in its budget submission for NASA for FY 2021 that $4.7 billion be allocated to exploration research and development (R&D), including the Human Landing System (HLS). The numbers were designed to assure that NASA could return astronauts to the moon by 2024."
"However, the House Appropriators were pleased to disagree. The subcommittee that funds NASA marked up a bill that allocated $1.56 billion for exploration R&D. That means that the HLS would get just over $600 million for the next fiscal year, inadequate for achieving a 2024 moon landing."

"Those who understand the science of climate change and American politics know that the solution to the phenomenon resides less in upending the world’s economy than in doing a number of simple things, such as using carbon capture power plants, nuclear energy, and planting trees. Add to that solution set a new technique, as reported by MIT Technology Review, involving green sand."

Starting in July the window opens when missions to Mars can be easily sent across the interplanetary gulf. If all goes well, three such missions, mounted by NASA, China and the United Arab Emirates, will depart Earth for the Red Planet. The number of missions, who is launching them and their complexity illustrate the importance Mars has for purveyors of space exploration policy.
